As summer break is around the corner, many families are preparing to travel for the first time since the pandemic began. While more destinations are open for tourism and unessential travel, travel and social restrictions are still in place across the United States and the world.

United States Travel Restrictions

Traveling within the United States can be the best option for many as travel restrictions are more lenient than going overseas. Most states are relaxing their guidelines, making it easier to waive a mandatory self-quarantine by getting a pre-travel diagnostic test or by being fully vaccinated.

Here is a look at some of the current entry guidelines for states with travel restrictions.

California

California is easing its guidelines for out-of-state visitors and returning residents. The restrictions may ease more starting June 15, 2021. In mid-June, most public gathering restrictions will lift, except for conventions larger than 5,000 attendees. Travelers should review regional restrictions before venturing into the state.

While there isn't a mandatory quarantine, the state recommends that unvaccinated travelers follow the CDC travel guidelines. That can include self-quarantining for the first 7 days of arriving in California and taking a diagnostic exam between days 3 and 5 in addition to the pre-travel test.

The fully vaccinated do not have to quarantine, but California continues to discourage non-essential travel at this time. California theme parks like Disneyland and SeaWorld are selling tickets to out-of-state visitors that are fully vaccinated.

Hawaii

Travelers age 5 or older must have a negative pre-travel COVID-19 diagnostic test to visit Hawaii and waive the mandatory 10-day self-quarantine. A full vaccination currently doesn't waive the 10-day quarantine. However, the state is developing a way for travelers to provide proof of vaccination instead of a pre-travel test to waive the quarantine.

Massachusetts

Massachusetts had one of the most rigorous travel orders for most of the pandemic that required a mandatory quarantine for most travelers, including those from adjacent states. Since March 22, 2021, the current travel advisory for visitors is advised (but not required) to quarantine for up to 10 days after entering the state. A negative pre-arrival test can waive the recommended quarantine.

Symptom-free fully vaccinated travelers can also move about Massachusetts without quarantine.

New Jersey

New Jersey recommends unvaccinated travelers to self-quarantine for the first 10 days unless coming from one of these nearby states:

  • New York
  • Connecticut
  • Pennsylvania
  • Delaware

Fully vaccinated travelers do not have to self-quarantine or get any diagnostic tests.

New York

New York eased its stringent self-quarantine requirements for out-of-state visitors and returning residents on April 10, 2021. Travelers will no longer need a negative pre-travel test to avoid the quarantine. Instead, visitors only have to complete the mandatory Traveler Health Form and must self-monitor for potential symptoms for the first 14 days.

Unvaccinated travelers are encouraged to self-isolate for the first 10 days per the current CDC guidelines.

New Mexico

New Mexico recommends that all travelers quarantine for 10 days or the duration of their trip, whichever is shorter. Previously, the state required all travelers and returning residents to self-quarantine even with a negative pre-arrival test or being fully vaccinated.

Rhode Island

Fully vaccinated travelers can enter Rhode Island without a pre-arrival test or self-quarantining. Most unvaccinated travelers from within the U.S. will need to obtain a negative pre-travel test to waive a mandatory 10-day quarantine.

Washington, D.C.

Many of the landmarks and museums in Washington, D.C., start reopening in mid-May to tourists. Fully vaccinated travelers won't have to self-quarantine and should bring proof of vaccination. Private institutions can request full vaccination or a pre-arrival test to permit entry.

It's recommended that unvaccinated travelers get a pre-arrival test to present to private institutions. If staying for more than 3 days, the non-vaccinated should get a follow-up test to show if asked.

Mexico

Mexico remains the most accessible international destination for most U.S. travelers. The country doesn't require a pre-arrival test or being fully vaccinated to enter. There also isn't a mandatory quarantine for symptom-free travelers. One downside is that you must fly to Mexico as the U.S.-Mexico land border crossing is closed for unessential travel until further notice.

Caribbean Islands

Most Caribbean nations are open to international tourists. Most islands require a pre-travel test to enter. One exception is the Dominican Republic which has entry requirements similar to Mexico but random airport health screenings may be enforced. Some nations allow fully vaccinated travelers to waive the pre-travel test.

Entry requirements vary by nation. Consider flying to these islands from the U.S.:

  • Antigua and Barbuda
  • Aruba
  • Bahamas (fully vaccinated travelers are exempt for the pre-arrival test)
  • Barbados
  • Bermuda
  • Curacao
  • Dominican Republic
  • Grenada
  • Jamaica
  • St. Kitts and Nevis
  • St. Lucia

Latin America

Some nations in Central America and South America are open to tourists. Restrictions vary but may require a pre-travel test and staying at approved lodging.

Receptive nations include:

  • Belize
  • Costa Rica
  • Ecuador
  • Guatemala
  • Nicaragua
  • Panama

Europe

Some parts of Europe are open to Americans. However, the bulk of the Schengen Zone may not re-open to Americans until mid-July at the earliest. Entry requirements vary by nation, but travelers can expect to get a negative pre-arrival test to waive any mandatory quarantines.

It can be worth flying to these European countries:

  • Iceland (must be fully vaccinated)
  • Greece
  • Croatia
  • Montenegro
  • Serbia

The European Union is developing a travel program for EU residents and also for eligible international travelers. Individual nations may also create unique travel relationships with the United States to revitalize the tourism industry if a continent-wide travel reopening doesn't form.

Maldives

The Maldives remain one of the few destinations in the Asian region open to American travelers. Visitors will need to get a negative pre-travel test before arriving and stay at government-approved resorts to waive the mandatory quarantine.

Travel Restrictions To Re-Enter The United States

There are several international travel restrictions to be aware of for returning U.S. residents. For example, all returning U.S. residents age 2 or older must have a negative re-entry test when flying back to the United States. Fully vaccinated travelers will need to take the test too. There are testing centers in many nations to avoid potential delays at U.S. Customs airport checkpoints.

After returning from international travel, the fully vaccinated may not have to self-quarantine but should get a viral test 3-5 days after returning. They should also self-monitor for symptoms. The CDC recommends that unvaccinated travelers self-isolate for 7 days after international trips if they get a post-travel test between days 3 and 5. Not getting a post-travel test means a 10-day self-quarantine period.

Summary

As the health situation improves across the United States, more states are easing the travel restrictions. International travel may reopen to more places as the summer months approach. Being fully vaccinated can waive certain travel requirements in select states and countries.
