Santa Rosa, CA  –  March 25, 2021  –  A small, special election is taking place in Sonoma County on May 4 for voters residing in either (1) the Town of Windsor or (2) select properties located in or adjacent to the Vineyard Valley View neighborhood near Geyserville. This election is being conducted entirely by mail; there will be no polling places.

County Voter Information Guides (VIGs) for the May 4, 2021, Special Election will be mailed to nearly 16,000 Sonoma County voters beginning March 25. Deva Marie Proto, County Clerk-Recorder-Assessor-Registrar of Voters (ROV), reminds voters that delivery of County VIGs takes longer than regular first class mail. Voters who have not received a booklet by April 9 can contact the ROV Office. Voters who have opted out of receiving a paper County VIG may view it online at https://sites.omniballot.us/06097/app/home.

Actual ballots will be mailed beginning April 5 and voters should expect to receive them within 5 to 10 days. Also starting on April 5, voters who need to get their ballots right away instead of waiting for them to arrive in the mail may come to the Sonoma County ROV Office to pick them up. A voter may also authorize somebody to pick up their ballot for them with a signed note.

In this election, voters may return their ballots in two ways:

  1. Sending them back in the mail, no postage required. Ballots returned by mail must be postmarked on or before May 4 (Election Day) and received at the ROV Office by May 7 in order to be counted.
  2. Depositing them in one of six ballot drop boxes open in the County for this election. These drop boxes will be open 24/7 from April 6 until May 4 (Election Day) at 8:00 p.m.  All are located in Santa Rosa or northern Sonoma County. In the event that a registered voter in one of the areas having an election never receives their ballot or needs a replacement the voter can contact the ROV Office to request a new ballot be mailed to them through April 27. After April 27, requests for ballots must be made in person at the ROV Office.

The regular deadline to register to vote in the upcoming May 4, 2021, Special Election is April 19 at midnight. To be eligible to register to vote, one must be a U.S. citizen, at least 18 years old on or before Election Day, and not in prison for the conviction of a felony. Voters who have recently moved or changed their name should re-register. Those who miss the deadline still have the option to "conditionally" register and vote in person; please contact the ROV Office for further details.

Eligible voters can register online at https://registertovote.ca.gov. In addition, postage-paid paper forms are available at many public and government offices including city halls, post offices, and the Sonoma County ROV Office. Completed forms returned in the mail must be postmarked April 19 or earlier.  Online registration forms must be completed and submitted by midnight on April 19.  Finally, forms returned in person must be brought into the office during business hours or deposited into the ROV Office 24/7 drive-thru drop box by midnight on April 19.

Any questions about the May 4, 2021, Special Election should be directed to the ROV Office by calling (707) 565-6800, emailing rov-info@sonoma-county.org, or visiting in person at 435 Fiscal Drive, Santa Rosa. The ROV Office is normally open regular business hours (8:00 a.m. to 5:00 p.m. on weekdays) but will be closed on March 31 for César Chávez Day and have extended hours (7:00 a.m. to 8:00 p.m.) on May 4 (Election Day). Due to the ongoing COVID-19 pandemic, anyone visiting the office should plan on undergoing a temperature reading, wearing a mask, and practicing social distancing.
