The move comes after weeks of speculation and negotiations between Downing Street and Buckingham Palace. It will be the first such intervention from Her Majesty since 2002 following the death of her mother Queen Elizabeth, The Queen Mother. Speaking to CTV in a phone interview, Toronto based royal expert Richard Berthelsen explained: “She can only speak when the nation is completely united.
“She speaks for everybody, the collective us.”

He added: “For her to speak, it suggests the nation is united in either grief, or fear, or anxiety.”
The Queen is also Queen of Canada, as the nation is still a Commonwealth realm, an independent sovereign nation with Her Majesty as head of state.
Mr Berthelsen continued: “This is a very serious moment, an international crisis that we haven’t really had since her father was king.
“There is a sense of not knowing how this is going to end, a level of death we’re going to experience. The Queen will look to unite people under a shared citizenship.”
The Queen addressed the British nation in televised addresses after the death of Princess Diana and as British troops were deployed in the Gulf War in 1991.
According to CTV, she has addressed the Canadian nation a few times as well.
The first was in 1957 when she opened Parliament in Ottawa.

Canada has less cases with 12,531 confirmed and 187 confirmed deaths.
Ontario, the most populous of its provinces has been warned by health officials to expect 15,000 deaths in the coming months.
According to The Guardian, Premier Doug Ford said: “These numbers are stark, and they are sobering.
“But these forecasts are projections.
“And they can change with your actions and the government’s actions.”
Sir Patrick Vallance, the British Government's chief scientific adviser described 20,000 deaths as potentially “a good outcome” for the Government’s strategy.
However, Sir Patrick, admitted even at this scale, such a toll would be “horrible” and “enormous” in a briefing to MPs.
The Government message remains to only leave the house for essential activities and to keep two metres apart from others if you have to leave with regular hand washing.
Charles, Prince of Wales, opened via video link the newly re-fitted NHS Nightingale Hospital in London, though the hospital according to reports will not need to be used for patients till next week.
