The Theodore Roosevelt Carrier Strike Group (CSG) is in port in Guam. The outbreak of COVID-19 on USS Theodore Roosevelt (CVN-71) has received wide attention. The crew of Theodore Roosevelt is beginning to return aboard the aircraft carrier after almost a month of isolation on Guam designed to stop the spread of the infection, U.S. 7th Fleet announced on last Wednesday. More than 4,000 sailors who have been isolated in hotels and spare rooms on the island, and those who tested negative for the virus have come back to the aircraft carrier in preparations for the ship to return to sea and continue its deployment that began in January.
“To return to the ship, the 4,000 Sailors must have completed their period of quarantine or isolation, and tested negative twice. Sailors will return to the ship in waves, beginning with those responsible for critical services on board as the ship prepares to return to sea. Meanwhile, the 700 Sailors who have been cleaning and running essential services will begin their isolation,” 7th Fleet said in a statement to USNI News.
The Navy is widening the investigation of the removal of the former TR commander, taking a closer look at the service’s overall command climate in the Pacific. The new probe will expand on a preliminary Navy investigation that was supposed to be released last Friday, which recommended reinstating Capt. Brett Crozier, who was removed from command of the carrier after a memo in which he pleaded with Navy Pacific leadership to provide more resources to treat a COVID-19 outbreak on the carrier leaked to the press.
The release of the initial report, which recommended reinstating Crozier, was delayed by Secretary of Defense Mark Esper, in part because Chairman of the Joint Chief of Staff Gen. Mark Milley had questions on the climate of leadership in the Pacific beyond the scope of the investigation.

The Harry S. Truman CSG remains underway. It is now within the U.S. Fleet Forces Command area of responsibility and is operating off the coast of Virginia to avoid exposing the crew to the COVID-19 virus until another carrier strike group is certified and ready to deploy if called upon. Last week, USS Nimitz (CVN-68) left Bremerton, Wash., for a series of exercises culminating Composite Training Unit Exercise (COMPTUEX) training ahead of a planned deployment. On May 1, the carrier arrived in San Diego.
“The crew of Nimitz has been isolated inside the carrier since the beginning of April in anticipation of getting underway this month. Likewise, Carrier Air Wing 17, the command staff of Carrier Strike Group 11 and crews of the planned carrier escorts have been isolated in California ahead of the strike group assembling in San Diego,”
